Barcelona fishing rules 2026 — licence, hours, sizes, PescaREC
What is actually legal: beach hours in bathing season, the two-rod limit, daily catch limits, and the catch declaration that became mandatory in March 2026.
You need a licence, including from the beach
A current recreational (non-professional) fishing licence is required to fish anywhere in Catalonia, and Barcelona City Council states the requirement explicitly for its beaches. There is no tourist exemption and no grace period. Carry it with you — a licence you cannot show is a licence you do not have.
Catalonia is unusual in one genuinely useful way: a single licence covers both inland fishing and recreational surface sea fishing, from the shore or from a boat. In most other Spanish autonomous communities those are separate documents. If you plan to fish a reservoir and the coast on the same trip, you only need one licence here.
Underwater fishing is a separate licence and is not covered by this one.

Applying yourself needs a Spanish digital certificate
The licence is applied for online through the Generalitat’s Oficina Virtual de Tràmits, in person at a territorial or comarcal office of the Department of Agriculture, or by video appointment. Anyone of any age may apply; under-18s need a signed parental authorisation.
The online route requires an accepted digital identity: idCAT, DNIe, or an EU eIDAS-compliant certificate. This is the wall most visitors hit. If you are not resident in Spain and do not already hold one of these, the online application is effectively closed to you, and the in-person route means finding an office, in working hours, that operates in Catalan and Spanish.
The licence becomes valid once the fee is paid. Tourist licences let you choose a start date up to 15 days ahead, which is worth doing if you are booking a trip in advance.

PescaREC: declaring your catch has been mandatory since March 2026
This is the rule visiting anglers are most likely to break without knowing it exists. Following Real Decreto 214/2026 of 18 March, applications, declarations and communications relating to recreational sea fishing must be submitted electronically, and the Ministry’s PescaREC app has been the mandatory channel since 20 March 2026.
It applies to recreational sea fishing from land as well as from a boat, underwater and from floating devices — shore anglers are explicitly included. Holders must register and declare their catches daily for the species the regulation lists. Being obliged to use the app does not mean every fish must be declared; the obligation attaches to specific listed species.
The app is free on the App Store and Google Play. Install it and register before your first session, not on the rocks with one bar of signal. Check the current species list on the Ministry’s own page — it is the sort of annex that gets updated.

Barcelona beach hours in bathing season
Barcelona City Council allows fishing on all its beaches, but restricts the hours during the high bathing season. Outside that season, fishing is permitted daily with no time restriction.
La Barceloneta has a specific designated fishing area with its own, earlier window. Obey posted signage on the day: beach management and lifeguard cover change year to year, and the sign in front of you outranks any web page, including this one.

Rods, hooks and daily limits
Recreational catch is for your own consumption only. Selling it is prohibited, without exception, and this is taken seriously.
Collecting shellfish — mussels, clams, crabs — without a professional licence is prohibited, including for your own bait. If you use commercially bought crustacean or bivalve bait, keep the receipt.
The catch limits below come from the Catalan regulation. Minimum landing sizes and closed seasons for the Barcelona area are set separately, for 2025–2027, by Resolució ARP/3311/2025 — check the current species table before you keep anything, since sizes differ by species and the table is revised.

What the licence costs
These are the Generalitat’s own fees, paid to the Generalitat. One licence covers both inland and sea surface fishing.

Fees as published by the Generalitat de Catalunya and checked on 30 August 2026. Catch-and-release variants run from €20.20 to €70.10 depending on duration. Licences are free for under-18s, over-65s and people with a recognised disability of 33% or more. Always confirm the current fee on the official page before paying anything.
